Resolution:

Check whether any automation like Flows or Triggers is setting the Owner Id to a Queue where the current user is not part of it. The user will not have access if the Owner Id is set to a Queue where the user is not a Queue Member.

Workaround:

The Owner Id update should happen asynchronously to avoid this issue.
